Two Precious Years to Mature- by Removing Class X Cutoff Point

Unlike in the past, class X graduates are now barely 14-16 years old. When such young teenagers don’t qualify to study in class XI and if their family can’t afford them private school education then they have to go out trying to make a living on their own. 

They are not yet ready to make good decisions for themselves, and they are not physically ready for laborious jobs or worse for marriage. But once out of the school, they are on their own and vulnerable to all sorts of social ills and abuses. We all know that.

Government allowing them to stay two more years in the school, by sending to to class XI, is a blessing of two precious years to grow, mature and become more ready to face the world. 

There are many examples of people who went to private schools after X because of their bad results, and had their awakening in the two years, thereafter acing their class XII exam and doing so well in life now. Therefore, these two precious years are vital in allowing children to grow from child to young adult. Not everyone will make the best of it but what’s important is the opportunity that must be there. 

Talking about the whole cost of giving scholarship to thousands of otherwise disqualified candicdates, we must remember that it’s a priceless investment in our national Human Resources Development. Of course, like Tenzing Lamsang suggested, we could reduce pressure on the cost by giving it just to the needy one. But at the end everything will be worth it.

Constitutional or Not, In my opinion, without trying to play with legal words (which I don’t know), if Constitution could speak it would say, “I’m so happy that you did more than what I thought would be possible.”

Simple example could be that of our forest cover, we are required to keep 60% of our country under forest covered, but having 71% is not unconstitutional. It’s rather a pride. So is the move to give free education till XII.

Some are questioning what this move would do to the quality of education. Well, rethink equality of education. What schools and teachers can do to transform these children into good human beings (without caring about their exam marks) will determine the quality of education. We often mess up in thinking that the exam marks determine the quality of a human begin. We must stop that.

Being Responsible and Smart on Social Media

This is the transcript of the talk I gave to students in Yoezerling Higher Secondary School, Paro on May 30, 2015. The content of the speech is partially edited to suit the general readers on my blog but may still be relevant to just Bhutanese audience.

Good Morning. Respected Principal, teachers and dear students, thank you very much for being here this morning to listen to us. I would like to thank Media Club coordinator Madam Gyem Om for inviting us and considering us worth listening to.

My Name is Passang Tshering. I am a teacher at the Royal Academy.

I would like to take this opportunity to talk to this young group of people about something that’s handed to your generation as the greatest opportunity-The Social Media. But it’s opportunity only as long as you can handle it wisely.

Let me first define Social Media for you. There can be many difficult definitions but if I may put it in the simplest form. What’s media or Medium? It’s the means of mass communication. Think of TV, Radio and Newspaper. These are Medium of reaching out to mass. They are formal institutions run by trained people and governed by rules and regulations.

Now imagine each one of us having a newspaper of our own to write about everything we do, everything thing we like, and about people love. Imagine your own TV Channel to broadcast your family shows and your own music videos or a radio station on which you are the RJ… such mediums are called Social Media.

Facebook is your personal newspaper, your personal TV Channel, your personal Magazine. Likewise Twitter, Instagram, Youtube, WeChat, Sound Cloud, Google+ and thousand others.

Kuensel may be selling about 5000 copies if it gets lucky, BBS has the highest potential of 700,000 viewers, and all other Mass mediums in Bhutan have few thousand audiences. Now compare that to Facebook that has 1.44 billion active users. It’s over 2000 times bigger than Bhutan, with no borders and almost no rules. It’s your own world, it will grow everyday, and you can do whatever you wish. But remember 1.44 billion people out there can also do what ever they like.

There are some general terms of use beyond that the freedom is unlimited. The two big questions are how to use that freedom well and how to keep yourselves safe in the world that’s free.

Let me tell you my story, On Facebook I have reached my 5000 friends limit, therefore now I have started a Page. I have begun a virtual company called Bhutan Toilet Organization on Facebook. It’s doing very well and soon I can bring it out as a real organization. I have started a Business group on Facebook some years ago called bBay. It’s has 44,000 members now. From Tashigang to Samtse, Austerlia to Bangkok, bBay has made buying and selling very easy. Then I got an idea to let people advertise in my group and from there I earn 10,000 to 20,000 per month. Besides the money I earned I have earned name. Wherever I go there is at least one person in a group who would say, “You are PaSsu of bBay. Thank you man, your bBay has help me sell my car, you bBay has helped me find a land. Etc.”
I have also co-founded a group called Writers Association of Bhutan, in which we motivate young writers. Many of our members have published their own books. We plan to help writers write and get them connected to publishers. We have nearly 20,000 members.
I am also on Twitter, Instagram, YouTube, WeChat, and my personal favorite is my blog. I have a personal blog called PaSsu Diary. It’s a website in which I write stories related to family, school, society and sometime politics. People from different walks of life read my articles and among them I have found many friends. Newspapers take stories from my blog and print in their papers.

I was honest and sincere in my writings but at the same time I have been polite, respectful and talked about issues more than people. I justify my allegations and sometimes when I was wrong I apologized. I didn’t attack any individual personally; I didn’t insult or humiliate individuals. Sometimes when I had to write about certain individual I didn’t write their names.

But many people think being honest, sincere, critical and straightforward is same as being aggressive, arrogant, disrespectful and nasty. Actually it’s the opposite.

Because of my good behaviors on all the social media platforms I have been appointed as the first Social Media Monitor during the last election. The Chief Election Commissioner personally called me to be the Social Media Monitor. For six months I had two jobs.

I have been invited to many workshops to be speakers, such as SAARC Literature Fest, Mountain Echoes, Media Nomad etc. including this platform today. I have also received offers from big Hotels to be their guest and just say ‘I am here at hotel so and so’. One NGO called me to their office and gave me an iPad, Hard Drive, WiFi Station and many other devices and asked me to try them out. It’s actually a gift.

I have had the honour of visiting the office of the Prime Minister, and beyond all the honour of visiting Lingkana Palace.

I think I have done enough of Donkey praise but I hope you understood what I am trying to say. Social Media is a world of its own, and just like this practical world good behaviors is expected and rewarded. 

Now let me present to you the ugly side of Social Media. Like I told you millions of people are there in that free world. Just like in the real world there are good people and bad people; don’t worry about the good people. What type of Bad people would we find on social media- thieves, frauds, criminals, liars, bullies, rapists, murderers, and the list goes on. The biggest danger is their access to millions of innocent people right there on their screen. You can be their victim.
How do your protect yourselves? First, beware of strangers. Don’t just make friends with everybody. If you don’t know the person, and has no reason why he should be your friend just don’t accept requests.

If there are some nasty people who bother you all the time, remove them from your list of friends. Life is too short to waste with people who make you unhappy. Also avoid those people who are always negative, these people could influence you over time.

If someone tells you that he is going to send you parcel or money, just know that he is a fraud. Many Bhutanese fell victims to this sort of international scams. They will say that they have sent you iPhone, iPad etc. and also show you receipts. But soon they will say the parcel is struck somewhere in Bangkok or Calcutta. Then you will be made to send $500 -$1000. Some people I heard have sent over Nu.2 million believing in people who promised to build hotel in our country.

There are many other ways of people can cheat you, but you have to know just one important rule: if someone talks about money then that’s the clue, because no stranger will randomly send you money or diamond ring.

Anonymity is another issue on Internet. Most wrong doers on social media are anonymous. They hide their real identity, use fake names and pictures to do all the wrong things. They know we can never find them. Therefore, you have to be smart enough to know that some people you are dealing with on social media, whom you don’t know personally, are fake people.

The next important thing to remember is being mindful of what you post online and whom you share with. Good things are hard to notice, but bad things spread like wild fire, so be very careful about what you are putting online. Ask yourself, ‘Will I not regret after putting this up?’

Be mindful about doing anything with electronic devices in the first place. You mobile phone and laptops have many secret things you don’t know. You think you have deleted something but people can use simple software and retrieve it. And nowadays, these smart phones are connected to Cloud servers; every picture you take on your mobile automatically gets backed up on the cloud. The Cloud can be hacked or if you are not careful with your password people could sneak into all your files and pictures.

These days, if you are on Facebook, you will see many of your friends posting dirty pictures. The truth is they aren't doing it. In fact they themselves don’t see the pictures. It’s some sort of infected link that hacks into your account and misuses it. Therefore, you must be suspicious about unknown links anywhere on Internet. Clicking on such links is like giving them the key to your account.

Social Media is growing each day; opportunities are growing and danger is growing too. If there are things you are unsure about don’t take chances, just ask someone in school or at home. Never do something you are unsure of and never hesitate to seek help.

My Ninzi's First Progress Report

My daughter will always cherish Kids R’ Kids Day Care center as her first school as much as Kezang and I acknowledge, where she was enrolled since last year. She spent the first year in play group, just playing the whole time. It was there that she learned to make friends. She knew every friend by their names. She held high regards for her teachers, following their every word religiously.

Beginning this year she began real schooling, beginning with Alphabets. We literally know everything that’s going on in her classroom because she would relive whole her day at home in the evening, word by word. We have never expected her to be so excited about her studies that she will keep us sleepless with her questions day in day out. She would complain about her being behind most of her senior friends and strive to catch up with them. Even in her sleep she will be practicing spellings of certain new words she learned in school.
While I always remained amazed at the pace of her learning and amount of things she was picking up I thought everything was random until we received her file on the last day of the first term.
Progress Report
It was a huge file containing every little thing she has done in the school with a progress report attached in the front. Flipping through the pages I could visualize how my little daughter spent her time in the school, day after day, lines and dots, word by word and I was so touched by the way the school has put everything together. This gave me a greater reason to cherish my daughter first school.
What my girl was learning, the words she was practicing, the objects she was drawing, the endless questions she asked weren't just random things, they were part of a a highly organized and progressive learning. The progress report states that my little one can:
  1. Recognize 26 Alphabets  and their sounds
  2. Write simple words and speak them
  3. Speak out number 1-10 (Of course she can dial my number already)
  4. Match number with quantities
  5. Recognize national symbols 
  6. Recognize body parts
  7. Recognize vegetables and Fruits 
Her Drawings
And beyond what is reflected in there she can recognize shapes and colors flawlessly. She can reproduce simple drawings. She can speak out Days of the week... and this makes her greater than her father has ever been at her age. In fact, I had been trying to make sense of all these when I was in grade II. My girl is yet to go to formal primary school and I am already a thoroughly proud father. Thanks you Kids R' Kids and the teachers there.

Changing 200 Lives

10,659 students appeared class X examination in December 2013, of which 95.93% (10,225) passed the exam. Of course there is hardly any excitement in passing class X because there is a huge gap between passing the exam and qualifying for class XI. While you can pass with just 35% it take 61% to make it to class XI this year.

While the 4.07% of students who fail could repeat in government school, over 5000 students who passed but couldn't score qualification mark are left to their own fate. For some it could be the end of their educational journey.

I don't really understand the Maths and Science behind setting the cut off point at certain percent, so I am assuming that it's fixed based on the available seats in government schools. If that's the case, and hopefully should be, what happens to the seats of those students who qualified for government school but for some reason choose to study in private schools?

Private school business is booming with world class strategies. Within the last few year they have shifted from school for disqualified students to school for toppers. With very welcoming infrastructure and unique systems in place private school are attracting parents and students alike. It has become a culture over the last few year for the brilliant students to leave for private school after class X mostly on scholarship. There are also many students who despite qualifying for free education in government school still opt to pay heavy fees and study in private school.

This trend, I humbly assume, will at least create 200 vacancies in government schools, or twice more. Keeping these seats empty has no benefit for the government. However if these seats are gifted as scholarship to 200 disqualified students who are socially very good, emotionally very intelligent but economically challenged, it can be a national investment. It will be an acknowledgement for being a good human being. They may go grow up to change this country for better. In them we might get the future prime minister of Bhutan. Education should not be limited to those who do well in exam.




Dear Education Ministry, Please use this opportunity to change at least 200 lives.

Rejected Seats in Government Schools

Last year at this time I was going through a similar feeling and almost the same thought when I wrote "The Best School in Bhutan" where I was trying to differentiate my definition of best school and the definition people and even the authorities have put together. Nothing changed ever since but it brought personal gratification, having figured out the foolishness with which people hunger for reputation and glamour.
Education Ministry defines Class XI intake capacity every year, based on which the qualification mark is set but the recent trend of brilliant students choosing private schools over government school raises one important concern: has the government studied and considered the number of qualified students not take their privileges and therefore leaving seats in government school vacant, which could be otherwise given to students who ran short by a few points? I am of the opinion that we should keep at least over 100 students in standby, who could be considered in government schools after private school admissions are over.
There are students with brilliant marks who are welcomed into private schools and there are students with brilliant parents who can take their kids to private school for so many reasons despite having qualified but on the down side there are students who neither have brilliant marks nor have brilliant parents, for them it's the end of their schooling life. Giving away those seats rejected by the lucky students to those for whom the road has ended would be godly. No less than 100 seats are rejected every year, which could other wise change 100 lives forever.

There should be a system in place to find how many more students can each school take after the admissions are over to make full use of government resources, after all a class of 20 students takes as much resources as that of class with 40 students.
A simple example from my school might shed light on the wider picture: 66 students qualified for class XI, of which the top five students (with 85%- 92.8%) have opted to move to private school on special admissions and one has changed school. A few new students came in from other schools but the whole total could only make up for a section of Science and Commerce stream each. One student who want to take up Arts stream had to be moved to Punakha because we didn't have enough students to begin that stream. We have done the same for the last three years in row after we phased out boarding felicities. My school alone has provision for at least 30 Arts students who can put up on their own as day scholars, and I am sure there could be many schools who same capability.This happened not because of our ministry's miscalculation but by the outflow of qualified students to private schools- which of course is not tracked and considered.
How do we track the outflow? What provisions can be created to make maximum use of government schools and give higher education to as many children as possible?
